The 2025 Plenary Meeting of the Professional Committee was successfully held in Tianjin.

 

 

On November 28, 2025, the plenary meeting of the Underground Space Professional Committee of the Chinese Society for Urban Studies (hereinafter referred to as the “Professional Committee”) was held in Tianjin. The meeting was attended by Zhang Dingli, Executive Deputy Director of the Professional Committee; Huang Jun, Deputy Director and Secretary-General; Deputy Secretaries-General Fang Qian, Zhao Guang, Qiu Pinming, Liu Jianyou, Li Qing, Lin Fang; and over 40 other committee members. The meeting was chaired by Deputy Secretary-General Fang Qian.

First, Huang Jun, Deputy Director and Secretary-General, presented an overview of the Professional Committee’s work in 2025 and its plans for 2026, covering areas such as self-development, academic exchanges, science popularization, technological services, and international collaboration.

Self-Development
The Committee has established a well-structured and efficiently operating organizational and operational system. Organizationally, it is led by an academician of the Chinese Academy of Engineering, with one Executive Deputy Director and nine Deputy Directors overseeing key areas such as education and science popularization, green underground space, planning and policy, safety and resilience, and station-city integration. Currently, the Committee comprises 128 members, with annual replenishments. Operationally, the Secretariat includes one Secretary-General and eleven Deputy Secretaries-General, with a network covering major regions such as the Beijing-Tianjin-Hebei area and the Yangtze River Delta. It maintains a fixed office space of 1,100 square meters in Nanjing and collaborative offices in Beijing and other locations. Publicity and member services are advanced in synergy, with platforms such as the official WeChat account and website serving as information hubs. The Committee now has 157 individual members and 24 corporate members, spanning the entire industrial chain.

Academic Exchanges
In 2025, the Committee successfully organized academic conferences including the “3rd Forum on Scientific Development of Underground Space” (Tianjin) and the “3rd Forum on Green Innovation and Development of Underground Space” (Haikou).

Science Popularization and Education
The Committee spearheaded the “3rd Underground Space Science Popularization Creative Competition,” attracting 128 submissions nationwide. Through activities such as exhibitions of award-winning works and science popularization months, it effectively expanded its social impact. The Committee also operates the first comprehensive underground space science popularization hall in China, which has hosted over 3,000 visitors since its opening, providing the public with vivid and comprehensive knowledge about underground spaces. In 2025, the Underground Space Science Popularization Hall was successfully selected as a Jiangsu Province Science and Technology Hall for New Quality Productivity.

International Exchanges
The Committee successfully secured the hosting rights for ACUUS 2027 and actively participated in ACUUS 2025 in Serbia, organizing delegations for academic presentations and engineering visits.

Technological Innovation and Science Services
The Committee led the application and implementation of the China Association for Science and Technology’s “Science and Technology Innovation China” project—the Underground Space Intelligent Manufacturing and New Materials Technology Service Group. This project brings together top expert resources to provide targeted services to key urban clusters in the Yangtze River Delta. Through thematic research in Beijing, Xiong’an, Chongqing, Haikou, and Serbia, the Committee gained deep insights into industry trends and member needs, fostering industry-academia-research collaboration. Additionally, it achieved significant results in standardization, leading the release of standards such as the “Technical Code for Horizontal Directional Drilling in Underground Spaces.” The Committee also contributed to the “Urban Underground Space Planning and Compilation Guidelines,” led by the Natural Resources Ministry’s Land and Space Planning Research Center, which was included in the “2025 Natural Resources Standards Development and Revision Work Plan.” Deputy Director Peng Fangle actively provided suggestions and recommendations, receiving important endorsements.

2026年,专委会要在过去工作的基础上,进一步形成“(1+N)馆、两会、一赛、N调研”的重点工作体系:共建实体化的全国地下空间科普教育基地网络;办好第四届地下空间科学发展论坛和第四届地下空间绿色创新发展论坛;办好第四届地下空间科普创意大赛,发动各单位力量广泛征集参赛作品,挖掘人才;以地下空间智能制造与新材料产业为抓手,做好地下空间科学与发展专题调研,走访会员单位,了解需求,促进合作;进一步与国际组织开展密切交往,扎实推进2027年第二十届国际地下空间大会筹备工作,广泛发展会员,打开地下空间专业委员会工作新局面。

Presentation of Certificates

In 2026, based on past work, the Professional Committee will further establish a key work system of “(1+N) Halls, Two Conferences, One Competition, and N Research Projects”: jointly building a physical national network of underground space science education bases; successfully organizing the 4th Forum on Scientific Development of Underground Space and the 4th Forum on Green Innovation and Development of Underground Space; effectively conducting the 4th Underground Space Science Popularization Creative Competition, mobilizing various units to widely solicit entries and discover talent; focusing on the intelligent manufacturing and new materials industry in underground space to conduct thematic research on underground space science and development, visiting member units to understand their needs and promote cooperation; further engaging closely with international organizations, steadily advancing preparations for the 20th International Conference on Underground Space in 2027, widely expanding membership, and opening up new prospects for the work of the Underground Space Professional Committee.

Subsequently, the attending committee members actively spoke and shared their views, focusing on the summary and planning of the Professional Committee’s work, while integrating industry development trends and their own practical experiences.

At the conclusion of the meeting, Professor Zhang Dingli, the Executive Deputy Director, delivered a closing speech. He fully affirmed the outcomes of the meeting, highly praised the opinions and suggestions put forward by the committee members, and outlined clear requirements for the key tasks of the Professional Committee in the next phase. He pointed out that China’s underground space development has undergone two decades of leapfrog growth and has now entered a critical stage of transitioning from scale expansion to quality improvement. In the face of new development dynamics, he particularly encouraged young scholars to commit to fundamental theoretical research and interdisciplinary integration. He emphasized that “improving quality and reducing costs” is the core of the industry’s sustainable development, stressing the need to establish a scientific value system through theoretical and technological innovation to drive a fundamental transformation in the industry’s development model.
