As global urbanization continues to deepen, the scientific development and efficient utilization of underground space have become key strategies for enhancing urban resilience and achieving sustainable development. China, as a major player in underground space development and utilization, has achieved remarkable results in engineering practice, technological research and development, and market scale. It is actively promoting the integration of related industries with international standards through the “Belt and Road” Initiative. Singapore, on the other hand, possesses internationally recognized leading expertise in urban planning, underground space operation and management, and green innovation. The two countries exhibit significant complementary strengths in this field, with broad prospects for collaboration.
To systematically promote the deep integration and industrial development of China and Singapore in the areas of underground space and urban sustainable innovation, the “China-Singapore Underground Space and Urban Sustainable Innovation Industry Alliance” (USIIA) was established. Since its founding in July 2024, the alliance has brought together top academic institutions, research institutes, and leading enterprises from both countries, committed to building an international cooperation platform for collaborative technological innovation, shared standard development, and joint market expansion.
Against this backdrop, hosting this forum holds significant importance in connecting past achievements with future endeavors. This forum aims to provide a dedicated platform for high-level dialogue, achievement sharing, and practical cooperation for members of the China-Singapore Underground Space and Urban Sustainable Innovation Industry Alliance and industry peers. The meeting will systematically review the progress made since the alliance’s establishment, jointly discuss cutting-edge industry technologies and strategic trends, address core challenges and pain points in current industrial development, and explore specific pathways for technology transfer, project cooperation, and industrial synergy between China and Singapore. We look forward to further solidifying consensus, clarifying directions, promoting the incubation and implementation of substantive cooperative projects through this forum, and jointly contributing the “China-Singapore Solution” to the green, smart, and sustainable development of urban underground spaces worldwide.

Introduction to the China-Singapore Underground Space and Urban Sustainable Innovation Industry Alliance
China is a global leader in the development and utilization of underground space. In recent years, it has achieved world-renowned accomplishments in areas such as underground transportation, municipal infrastructure, and deep underground space. With the deepening implementation of the Belt and Road Initiative and the accelerated advancement of the “Going Global” strategy, China is adopting an unprecedented open approach to deepen international cooperation and promote the high-quality development of the underground space industry. Singapore, celebrated worldwide as a “Garden City,” has made its underground space development not only a crucial cornerstone of urban growth but also a global leader in multiple dimensions including construction and operation, talent cultivation, and industrial development. The complementary strengths and broad prospects for cooperation between the two nations in the field of underground space provide a solid foundation for deepening China-Singapore collaboration.
Against this backdrop, to comprehensively advance the construction of a Beautiful China, accelerate the formation of new quality productive forces, and further promote the industrialization of underground space and urban sustainable development, the “China-Singapore Underground Space and Urban Sustainable Innovation Industry Alliance” was jointly initiated on July 28, 2024. Established under the guidance and support of the Management Committee of the Nanjing Jiangxinzhou Eco-Science and Technology Development Zone in Jiangsu, China, the Alliance brings together universities, research institutes, and leading enterprises from both China and Singapore, including the Singapore Society for Rock Mechanics and Engineering Geology, the Jiangsu Society for Underground Space, Nanyang Technological University (Singapore), Southeast University (China), Sanhe Company (Singapore), and JSTI Group (China). Its English name is “Sino-Singapore Underground Space and Urban Sustainable Innovation Industry Alliance,” abbreviated as USIIA.
Closely aligned with the Belt and Road Initiative, the Alliance is dedicated to driving in-depth cooperation between China and Singapore in the underground space sector, jointly exploring international markets, promoting the global dissemination and application of underground space technologies, and advancing the standardization, intelligentization, and green development of the underground space industry, thereby contributing to building a community with a shared future for mankind.
The Nanjing Jiangxinzhou Eco-Science and Technology Development Zone in Jiangsu, a major collaborative project between China and Singapore, inherently possesses the ideal conditions for the Alliance’s project implementation. With venue and policy support from the Management Committee, the Alliance’s operational body—the Secretariat—is located on the Singapore Nanjing Eco-Science and Technology Island. Operated by Zhongxin Shen Technology Services (Nanjing) Co., Ltd., the Secretariat coordinates and manages the daily work of the Alliance, ensuring its long-term development.
