The history of Technology Development Company can be traced back to the establishment of the Beijing Municipal Engineering Research Institute in 1959. Since its inception, the institute has been at the forefront of technological development in road engineering, bridge engineering, pipeline engineering, underground engineering, and other fields. It has consistently focused on technological innovation, promoted scientific and technological progress, and achieved numerous research outcomes. At the end of 2007, Beijing Municipal Road and Bridge Construction Holding (Group) Co., Ltd. integrated and restructured its businesses in technology research and development, engineering design, testing, consulting, and supervision. With investments from Beijing Municipal Road and Bridge Construction Holding (Group) Co., Ltd., Beijing Highway and Bridge Construction Group Co., Ltd., and Beijing Municipal Construction Group Co., Ltd., Beijing Municipal Road and Bridge Technology Group Co., Ltd. (hereinafter referred to as “Technology Group”) was established. The Technology Group consolidated the advantageous resources in scientific research, design consulting, and technical services from the municipal and highway engineering sectors, becoming a modern technology service enterprise. In September 2008, the Technology Group completed its industrial and commercial registration with a registered capital of 128 million yuan. In December 2012, Beijing Municipal Road and Bridge Technology Group Co., Ltd. was renamed Beijing Municipal Road and Bridge Technology Development Co., Ltd., with its registered capital adjusted to 30 million yuan.

Technology Development Company primarily operates in four business sectors: testing, consulting, supervision, and reinforcement. It oversees three控股 subsidiaries: Beijing Third Construction Engineering Quality Testing Institute Co., Ltd., Beijing Jianzhuang Consulting Co., Ltd., and Beijing Panshi Construction Supervision Co., Ltd. It also manages the Beijing Municipal Engineering Research Institute and the *Municipal Technology* magazine社. In 2014, the company established an Engineering Reinforcement Center, mainly engaged in reinforcement and maintenance of bridges and buildings, expanding into new business areas and striving to build a comprehensive technology development platform, consulting service platform, and equipment and instrument manufacturing platform.

The affiliated enterprises of Technology Development Company possess national laboratory accreditation, inspection机构 accreditation, “witness sampling” and special testing qualifications designated by the Beijing Municipal Commission of Housing and Urban-Rural Development, Beijing’s first batch of construction engineering judicial appraisal qualifications, special testing qualifications for bridges and tunnels in highway engineering, and comprehensive top-grade qualifications for steel structures. They also hold multiple甲级 qualifications, including Grade-A supervision for highway engineering, municipal engineering, and building construction; Grade-A engineering cost consulting; and Grade-A engineering bidding agency.

Leveraging its strong human resources and technical advantages, Technology Development Company undertakes major research projects from the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, and Beijing Municipality, as well as the formulation and revision of national and industry standards and specifications. It has completed a large number of testing, consulting, and supervision tasks for key projects in Beijing and several other provinces and cities, accumulating over 500 scientific research achievements and winning more than 100 national, provincial (municipal), and ministerial-level awards for scientific and technological progress and inventions.
